Although the item arrived not working, the seller took several steps towards me, including sending a new, verified to be working pump. Unfortunately, I bought one in a local store already (needed it urgently) and I had no need in another pump.
Eventually, the seller agreed to refund me with the original item cost.

Item defective. Spent 2 weeks back-and-forth messaging with seller. Seller refused to provide return shipping label, which is required by eBay policy. Seller tried to make me pay return shipping costs upfront (U.S. to China) and tried to make me provide personal financial information to refund me outside of eBay. I did not trust them to do this. After enough time had passed, eBay stepped in and gave me a full refund. Very odd behavior from seller - fully aware they were violating policy.
