I was questioning my soldering skills, chip orientation, the jumpers. What was I doing wrong?! I spent a few days just testing with a multimeter from point to point. Everything seemed fine. I broke down and bought a TL8866II Plus programmer to test all the chips. Everything tested fine except the 28C64B. It was bad! Indeed we do not test brand new chips. If I write to an EEPROM and then erase it, it's not brand new anymore is it? You could have contacted us and requested that we test and send you another chip, which we would have no problem doing. I cant see any attempt made to contact us regarding the issue. That's ok, you should buy from another seller, or ask questions before making a purchase. Thanks

They noticed the packaging had a small amount of damage but it did not look like the cable itself was damaged. I was given the option to cancel the order.
